The Training Systems Manager will support the development of operator and maintenance technical training for Navy Unmanned Aircraft Systems, ensuring training is accurate and integrated with weapon system development and sustainment. This role involves developing Navy Training Systems Plans, leading curriculum and logistics documentation, analyzing system designs for training supportability, and managing budgets and program inputs. The manager will serve as the primary training point of contact, providing guidance and briefings to program and OPNAV stakeholders.
Responsibilities
- Develop Navy Training Systems Plans and related products per Office of the Chief of Naval Operations Instruction (OPNAVINST)76 Series governing Navy training systems for new and legacy systems.
- Lead creation and review of training curriculum, Life Cycle Sustainment Plan (LCSPs), Logistics Requirements Funding Summary (LRFSs), SOWs, and other acquisition and sustainment documentation.
- Analyze system designs to determine training and logistics supportability; document results in Training Situation Requirements Analysis (TSRA), Maintenance Task Analysis (MTA), Job Duty Task Analysis (JDTA), Level of Repair Analysis (LORA), and other IPT artifacts.
- Prepare and manage budgets, cost/schedule/performance data, and Program Objective Memorandum (POM) inputs; support contracting activities, SOWs, CDRLs, and post‑award oversight.
- Serve as a primary training POC, delivering clear communication, briefings, and recommendations across the program and logistics chain of command.
- Provide expert guidance to PMO and OPNAV stakeholders and identify training impacts early in system development.
- Demonstrated effectiveness working in multidisciplinary teams and communicating at all levels of leadership.
Requirements
- MA/MS* Degree over 10 years of experience performing duties described in the functional description. *Allowable substitution BS/BA Degree with 16 years’ experience.
- Mastery of military training system principles, logistics doctrine, and Integrated Product Support (IPS) requirements.
- Extensive knowledge of acquisition and administrative management practices, including budget development, execution, and procurement processes.
- Strong understanding of the Defense Acquisition System and training system supportability analyses, including traditional and digital training methodologies.
- Proven experience developing LCSP, LRFS, Weapon Systems Planning Document (WSPD), and related logistics planning documents.
- Ability to integrate Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 3255 Basic Unmanned Aircraft System Qualifications (BUQ) and airspace classification guidance into training development.
- Strong collaboration, critical thinking, and problem‑solving skills.
- Must be able to lift up to 25 pounds

- SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
