The Contractor Support to Counter-Uncrewed Systems and Counter-Improvised Explosive Devices (C-UXS/C-IED) supports the development of C-UXS/C-IED capability products in line with NATO's governance model for delivering common-funded capabilities across the DOTMLPFI lines of development. Working under the ACT Joint Effects Capabilities Program Director/Section Head, the Counter-Threat and Force Protection Project Coordinator, and the JE Integrator/Architect, the role supports program management efforts and interaction with C-UXS/C-IED stakeholders from strategic to tactical levels. The incumbent contributes to related projects such as the ACT Layered C-UAS Initiative-X/LCI-X Beacon Project, supports the elicitation, capture, analysis and traceability of capability and higher/lower-level requirements, and helps develop and review C-UXS/C-IED doctrinal products. The role also coordinates DOTMLPFI development and implementation synchronization, recommends courses of action to resolve capability development issues, organizes and participates in workshops, conferences and meetings, and collaborates with national and international military and civilian organizations, centers of excellence and academia.

Responsibilities

  • Provision of support to the development of Counter-Uncrewed Systems and Counter-Improvised Explosive Devices (C-UXS/C-IED) related capability products in accordance with the NATO governance model for the delivery of common funded capabilities across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Interoperability (DOTMLPFI) lines of development in a through life cycle approach, based on the guidance of the ACT Joint Effects (JE) Capabilities Program Director/Section Head; the Counter-Threat and Force Protection (CT/FP, including C-UXS/C-IED) Project Coordinator and the JE Integrator/Architect;
  • Support the ACT JE Capabilities Program Director for CT/FP and the CT/FP Project Coordinator in their program management efforts, including the interaction with C-UXS/C-1ED stakeholders at all levels, from strategic to tactical;
  • Support C-UXS/C-IED- related projects (e.g. ACT Layered C-UAS Initiative-X /LCI-X Beacon Project) as required by JE Capabilities Program Director and the COTR.
  • Support the elicitation, capture, development, analysis, evaluation and traceability of capability requirements.
  • Support the elicitation, capture, development, analysis, evaluation and traceability of higher and lower-level requirements (such as capability targets, operational requirements, system specifications, interoperability requirements, etc.) across all aspects of DOTMLPFI.
  • Support the development, analysis and review of C-UXS/C-IED related doctrinal corpus (e.g. policies, doctrines, directives concepts of operation/employment, courses of action and alternatives).
  • Coordinate DOTMLPFI development and implementation synchronization; support the development of recommended courses of action to resolve issues relating capability development, across the capabilities lifecycles.
  • Organize and participate to workshops, seminars, conferences and meetings in support of the activities above
  • Collaborate with national and international military and civilian organizations, including centers of excellence and academia, in support of the activities above.
  • Administration of C-UXS/C-IED capabilities development programs status information in the electronic environment supporting ACT warfare development information sharing and coordination.
  • Support the interaction with NATO Agencies in context of the C-UXS/C-IED capabilities development programs and validation of capabilities.
  • Identify lessons and Best Practices and contribute to their learning within the organization.
  • Support the ACT JE Capabilities Program Director for CT/FP and the CT/FP Project Coordinator travel to meetings and conferences both within and outside NATO's boundaries for up to 40 days per year.
  • Perform additional tasks as required by JE Capabilities Program Director and the COTR related to program management efforts.

Requirements

  • Active NATO Secret Security Clearance
  • Master's degree or similar national academic or Military College qualification in engineering, information systems, aeronautics, operations research, project management, business administration or related disciplines. Can be substituted with Bachelor Degree and 5 years of experience in relevant field.
  • Demonstrate 3 years' experience in the last 10 in briefing senior leaders/decision makers.
  • Demonstrate 5 years operational knowledge of C-UXS/C-IED functions at Tactical, Operational, or Strategic levels (e.g. C-UAS SO or Cell Lead; Counter-Threat/Force Protection SO, C-IED Team/Cell in Joint HQ) within the last 12 years either as a military officer or as a civilian.
  • Demonstrable experience, minimum of 2 years within the last 10 years, Program/Project Management experience in the past ten years within a complex and dynamic environment, with a focus on military capability development.
  • Demonstrable experience, minimum of 2 years within the last 10 years, working in a multinational organization (e.g. European Defense Agency) or NATO Command Structure (NCS) / NATO Force Structure (NFS) and familiarity with NATO agencies' role in system development.
