(Part-Time): ScanEagle UAS / ISR Capacity-Building Subject Matter Expert (SME)

This is a part-time, remote advisory role supporting a U.S. Government building partner capacity effort. The SME will assess partner-nation ScanEagle UAS/ISR capabilities and provide expertise in training, doctrine, logistics, sustainment, interoperability, and integration. The role focuses on train-the-trainer development and strengthening sustainable partner-nation capabilities, with periodic OCONUS engagements.

Responsibilities

  • Key Responsibilities- Assess partner-nation ScanEagle training, readiness, maintenance, logistics, sustainment, and organizational capabilities and identify capacity gaps.
  • Support development and refinement of train-the-trainer programs, instructor requirements, training standards, and sustainable institutional training processes.
  • Provide expertise supporting UAS/ISR doctrine, concepts, standard operating procedures, and organizational processes.
  • Advise on ScanEagle deployment and redeployment logistics, including transportation, equipment, maintenance, spares, support equipment, site requirements, and sustainment.
  • Support frameworks for integrating manned and unmanned ISR systems and sharing ISR information across platforms, networks, command-and-control nodes, and authorized users.
  • Provide expertise regarding ISR interoperability, tactical/local mesh networks, communications, bandwidth, interfaces, full-motion video, sensor data, and information exchange within distributed and maritime environments.
  • Support integration of ISR information across air, surface, and shore-based systems and development/facilitation of maritime tabletop exercises focused on readiness, interoperability, data sharing, and organizational integration.

Requirements

  • Required Qualifications- Demonstrated ScanEagle UAS field-level experience as a Field Service Representative (FSR), Field Service Engineer (FSE), operator, instructor, maintainer, or equivalent, with knowledge of training, maintenance, readiness, sustainment, and deployment support.
  • Experience supporting UAS/ISR training and train-the-trainer programs.
  • Knowledge or experience in operational doctrine development and associated processes and documentation.
  • Knowledge and experience with deployment, redeployment, and logistical sustainment of unmanned systems.
  • Knowledge and experience with current U.S. manned and unmanned ISR systems, including their capabilities, interoperability, integration, and data-sharing considerations.
  • Demonstrated understanding and experience as an ISR Tactical Controller (ITC), ISR coordinator, or equivalent ISR integration specialist, with knowledge of integrating and coordinating multiple manned and unmanned ISR systems, sensors, networks, and data sources.
  • Knowledge of ISR data-sharing architectures, tactical/local mesh networks, and the exchange of sensor data and ISR products across distributed users and systems.
  • Knowledge or experience integrating ISR capabilities across air and surface assets in maritime operating environments.
  • Ability to assess partner-nation capabilities and translate findings into practical training, readiness, doctrine, logistics, sustainment, interoperability, and integration recommendations.
  • Ability and willingness to travel internationally.
  • Active U.S. Secret security clearance.

Nice to have

  • Highly Desired- Current or recent ScanEagle system qualification/certification, such as UAS Operator, Maintainer, Mission Coordinator, instructor, or other applicable manufacturer-recognized qualification appropriate to providing technical assistance, training, and advisory support to partner-nation personnel.
  • Experience supporting ScanEagle in expeditionary or maritime environments, including field-level maintenance, readiness, deployment/redeployment, and sustainment.
  • Experience providing ScanEagle instruction, train-the-trainer support, or technical assistance to military or foreign-partner personnel.
  • Experience supporting U.S. Government security cooperation or building partner capacity programs.
  • Experience developing or facilitating maritime tabletop exercises focused on UAS/ISR readiness, interoperability, data sharing, and integration.
