The Operations Analyst will serve as a strategic advisor within the Army Launched Effects (LE) Product Office, providing operational context and programmatic leadership in Defense Acquisition and capability fielding. This role involves analyzing theater-specific capability gaps, synchronizing LE and One Way Attack development with COCOM operational plans, and developing strategic messaging for Army headquarters. The analyst will collaborate with Combatant Command staffs, engineering teams, and program managers to ensure successful integration of LE systems into future force structures and war plans. Key duties include strategic coordination, operational analysis, executive briefings, CONOPS development, requirements synchronization, cross-functional leadership, and exercise integration.
Responsibilities
- Strategic Coordination: Serve as the primary operational liaison between the LE Product Office, Combatant Commands (COCOMs), and Army Senior Leaders (ASLs), ensuring alignment of program execution with theater requirements.
- Operational Analysis: Analyze operational data, war-game results, capability gaps, and threat assessments from COCOMs to inform LE system design, payload configurations, and fielding priorities.
- Executive Briefings: Develop high-level strategic messaging, information papers, and decision briefings for General Officers/Flag Officers (GO/FO) and Senior Executive Service (SES) members.
- CONOPS Development: Collaborate with warfighters, Centers of Excellence, and engineering teams to develop and refine Concepts of Operations (CONOPS) and Tactics, Techniques, and Procedures (TTPs) for One-Way Attack and surveillance UAS.
- Requirements Synchronization: Translate complex operational needs from theater commanders into actionable programmatic and technical requirements for the LE acquisition team.
- Cross-Functional Leadership: Organize and lead operational working groups, table-top exercises (TTXs), and synchronization matrix meetings with external stakeholders and joint partners.
- Exercise Integration: Coordinate with COCOMs to inject LE capabilities into major theater exercises and demonstrations to validate operational utility and gather warfighter feedback.
Requirements
- 7+ years of experience required; 15 years desired
- Extensive knowledge of U.S. Army operations, Combatant Command (COCOM) structures, and Joint Staff planning processes.
- Demonstrated experience preparing and delivering strategic communications, written reports, and formal briefings to senior military leadership (GO/FO/SES level).
- Exceptional analytical skills with the ability to translate tactical and operational requirements into acquisition strategies.
- Excellent organizational and interpersonal skills, with a proven ability to build consensus across disparate military organizations and headquarters.
- Demonstrated ability to work independently, prioritize high-impact tasks, and manage time effectively in a dynamic, high-pressure environment.
- Prior military experience as a Field Grade Officer, Senior NCO, or civilian equivalent with staff experience at the Division, Corps, ASCC, or COCOM level (e.g., G-3, G-5, G-8, or J-staff).
- Familiarity with the Joint Capabilities Integration and Development System (JCIDS) and Army force structure planning.
- Experience with or deep understanding of Uncrewed Aircraft Systems (UAS), Loitering Munitions, or Launched Effects capabilities.
- Familiarity with the DoD acquisition lifecycle and rapid capability fielding initiatives.
- Proficiency in operational planning tools and project management frameworks.
- Must be a U.S. Citizen
- An active Secret Security Clearance (Top Secret/SCI highly preferred).
- Bachelor’s degree in Operations Research, Strategic Studies, International Relations, Defense Analysis, or a related field.
