Position:

Raymond is seeking an experienced Land Surveying Department Manager to lead, manage, and expand our Surveying & Geospatial Services Department. This position will serve as the operational head and senior technical authority for surveying, mapping, and geospatial workflows across the firm.

A key responsibility of this role is serving as the primary survey leader for federal Department of Defense (DoD) facilities and infrastructure projects across the United States. The Department Manager will lead site deployments, execute advanced field surveys, and prepare high-precision deliverables that meet applicable DoD and USACE standards for integration into civil engineering designs. This position will also be responsible for scaling departmental capacity, mentoring technical staff, expanding client relationships, and establishing firm-wide geospatial standards.

Key Responsibilities:

Define departmental operational goals, build capacity, recruit talent, and scale the survey team to meet growing demand.
Manage workload allocation, crew scheduling, field equipment logistics, and software licenses to optimize productivity and project delivery.
Develop project scopes, fee estimates, and fee proposals while managing departmental budgets, billable utilization, and project profitability.
Supervise, train, and mentor party chiefs, survey technicians, instrument operators, and CAD specialists.
Lead and execute field survey missions at military bases and project sites across the United States.
Direct and perform high-precision survey operations utilizing GPS/GNSS, robotic total stations, UAV photogrammetry, aerial LiDAR, and handheld/stick SLAM LiDAR systems.
Oversee point cloud processing, feature extraction, surface generation, and drawing production in Autodesk Civil 3D.
Ensure survey models integrate effectively with civil engineering design workflows.
Coordinate military base access protocols, DD Form 2402 approvals, FAA Part 107 flight authorizations, and applicable restrictions for UAV/LiDAR operations.
Serve as the Professional Land Surveyor (PLS) in responsible charge, including reviewing, signing, and sealing applicable survey maps, plats, ALTA/NSPS surveys, topographic maps, and legal descriptions.
Enforce compliance with applicable federal standards, including USACE EM 1110-1-1000, SDSFIE GIS data standards, Tri-Service CAD standards, and state boundary statutes.
Develop, implement, and maintain company-wide survey standards, point coding libraries, surface modeling protocols, and QA/QC checklists.
Work closely with Civil Engineering leadership and project managers to ensure survey data effectively supports grading, utility layout, site design, and facility infrastructure modeling.
Participate in client presentations, proposal defenses, and business development efforts to secure federal task orders and commercial survey contracts.
Evaluate, test, and adopt emerging geospatial technologies, sensor payloads, software tools, and automation workflows.
Maintain strong relationships with clients and project teams while supporting the continued growth of Raymond’s surveying and geospatial capabilities.
Perform other duties and responsibilities as assigned by management.

Job Requirements:

2 years of education in Surveying/Geomatics Engineering, Civil Engineering, or a related field, or an equivalent combination of technical training and 15+ years of progressive survey experience.
Active Professional Land Surveyor (PLS) license in good standing, with the ability to obtain Georgia PLS and additional state licenses through comity within 6–12 months.
Active FAA Part 107 Remote Pilot Certificate, or ability to obtain within 90 days.
10–15+ years of progressive land surveying experience, including at least 5 years in a managerial, project lead, or supervisory role.
Proven experience managing multidisciplinary field crews and office production staff.
Demonstrated experience with complex control networks, topographic surveys, boundary analysis, construction staking, and utility mapping.
Prior experience supporting federal/DoD, USACE, NAVFAC, or municipal infrastructure projects is strongly preferred.
Expert operational knowledge of Trimble/Leica GPS/GNSS receivers, robotic total stations, digital levels, UAV survey platforms, and terrestrial/SLAM laser scanners.
High proficiency with Autodesk Civil 3D, Trimble Business Center (TBC), Leica Cyclone, Pix4D/TerraSolid, and point cloud processing software.
Expertise in point cloud noise filtering, ground classification, intensity calibration, photogrammetric triangulation, and surface mesh generation.
Strong organizational, decision-making, and project management skills.
Excellent written and verbal communication skills, including technical reporting and client presentations.
Ability to work independently in remote or high-security environments.
Willingness and ability to travel nationally approximately 25–40% to military installations and client sites across the United States.
Ability to perform field work in varied weather conditions and rugged, undeveloped terrain.
Ability to carry survey equipment and backpacks weighing up to 50 pounds across uneven terrain.
Ability to pass federal background checks required for military base access, including CAC card issuance and DBIDS access.
