The Frequency & Regulatory Compliance Specialist owns everything related to radio frequency allocation, spectrum licensing, and device certification for UAV communication products. This cross-functional role sits at the intersection of engineering, legal, and business development, ensuring products operate legally across different regulatory environments. The specialist researches frequency bands, manages licensing with national regulators, leads product certification, and provides regulatory intelligence to inform design and market entry decisions.

Responsibilities

  • Research available frequency bands for UAV communication, video transmission, and SDR systems in target markets
  • Monitor national frequency allocation tables and ITU Radio Regulations for relevant spectrum changes
  • Identify unlicensed, licensed, and restricted bands applicable to our product portfolio
  • Assess spectrum availability for new product development and inform design decisions early in the early product developmnet phases
  • Prepare and submit frequency assignment requests to national telecommunications regulatory bodies (e.g., НКЕК in Ukraine, (EU, ITU) FCC in USA, OFCOM in UK, BNetzA in Germany, and equivalents globally)
  • Manage the full lifecycle of frequency permits — application, approval, renewal, and amendment
  • Request special frequency allocations for defense, government, and commercial use cases
  • Maintain a registry of all active licenses, their validity periods, and renewal schedules
  • Lead radio type approval and certification processes in target markets (CE/RED in EU, FCC Part 15/97 in USA, ETSI standards, and national equivalents)
  • Coordinate with internal Engineering team to ensure products meet regulatory technical requirements before certification submission
  • Manage relationships with accredited test laboratories for compliance testing
  • Track certification status across the product portfolio and flag gaps before market entry
  • Work closely with HW engineers during Definition phases to align product design with regulatory constraints
  • Support CBDO and Sales with regulatory documentation required for commercial proposals and government tenders
  • Advise the product team on regulatory risks when evaluating new frequency bands or product features
  • Prepare regulatory landscape summaries for new target markets as part of the go-to-market process
  • Track regulatory changes across key markets that could affect product operation or certification status
  • Monitor ITU World Radiocommunication Conference (WRC) outcomes and upcoming agenda items relevant to autonomous robotic systems spectrum
  • Maintain awareness of competitor regulatory strategies and spectrum usage

Requirements

  • 3+ years of experience in radio frequency management, spectrum regulation, or RF engineering
  • Working knowledge of local, regional, and ITU Radio Regulations and national frequency allocation frameworks
  • Experience interacting with at least one national telecommunication regulatory body
  • Understanding of radio system technical parameters: EIRP, frequency tolerance, emission designators, spurious emissions
  • Ability to read and interpret RF technical documentation and product datasheets
  • B2 or higher: Strong written communication skills — regulatory submissions require precision

Nice to have

  • Experience with UAV, defense, or professional radio systems
  • Familiarity with ETSI, FCC, or CE/RED certification processes
  • Experience with SDR platforms or software-defined radio concepts
