The SME is a senior expert with a special certification, or a senior expert with an advanced degree in a relevant field, or is a recognized expert in their field, or when appropriate has such unique sought-after talent and qualifications (example air traffic controller that has worked over twenty years managing controllers and actively managing air traffic and facilities and knowledge of different FAA air traffic
domains such as Enroute, terminal, and oceanic). The SME is involved with all stages of the lifecycle of procedures, rules, and automation. Experienced working with all levels of interagency partners.

The SME is uniquely qualified and the need for the expertise, as well as the supporting cost data, is part of documenting the rationale for this category.

The candidate provides technical knowledge and analysis of highly specialized applications and operational environments; and designs and prepares technical reports and presentations in specialized subject matter.

Job duties to include:

Serving as recognized expert in the field of unmanned aerial systems (UAS) and counter-UAS activities, providing guidance for rule-making and policy-making;
Providing advice on UAS and Counter-UAS strategy for incorporating into procedures and rules
Drafting white papers and developing exercises to road-map UAS and Counter-UAS security strategy
Researching reports and FAA orders for data to support future reporting projects
Participating in Aviation Rulemaking Committee meetings to determine future UAS and Counter-UAS regulations
Minimum 35 years of relevant experience in the specialized field or discipline required, or
Minimum 25 years relevant pilot or UAS experience that is predicated on public aircraft operations, commercial, hobbyist and recreation (military or civil) and UAS above and below 55 lbs
Other relevant experience includes threat analysis of said systems and an understanding of engineering manufacturing and certification processes

Preferred Experience:

35 years of experience in defense, homeland security, government
10+ years’ aviation experience
Director or higher level (military O5+) in charge of the development of strategy and policy
UAS and counter UAS experience
Experience with defining security policies and strategy
Inter-agency experience
Master’s degree
